Urban governance project deputy manager

The Asia Foundation Mongolia (TAF) is inviting applicants to submit their credentials for the position of Deputy Project Manager (DPM) for the Urban Governance Project (UGP) 2015-2019, which is being implemented in close collaboration with the Municipality of Ulaanbaatar (MUB). The DPM will be responsible for the overall management and effective implementation of UGP, which is generously funded by the Swiss Agency for Development and Cooperation (SDC) and falls under SDC’s Governance and Decentralisation Programme II. The DPM will split time working at the Capital City Governor’s office and the TAF Mongolia office.

Responsibilities: The DPM will report directly to the Project Manager (PM) and will be responsible for the effective implementation of the UGP, by supporting a portfolio of project activities, including small grants for improving service delivery. The DPM will play a leading role in building and maintaining relationships with key counterparts in the MUB government and manage day to day activities on service decentralization. Under the guidance of the PM, work to build relationships with key actors in the MUB for the successful implementation of the project; co-manage consultants, interns, and other UGP project implementation unit’s temporary staff; manage and lead grants on service decentralization; provide briefings and updates to UGP PM and TAF Country Representative; support the drafting of UGP’s annual work and project reports; and the financial and administrative processing of contracts and payments.

Requirements: A Master’s Degree in Public Policy, Public Administration, Development Studies, Political Science, Economics, Urban Planning, International Relations, Political Economy, Law, or other related Social Science degrees is required. Excellent written and spoken communication skills in Mongolian and English language are required. A written test should be expected in both languages. The DPM will have a minimum of three years of relevant work experience and possesses a practical experience working with national, municipal or sub-municipal governments. The candidate will have excellent communication skills, and extensive experience managing programs, donor relations, projects, grants, and contractors. The DPM should be well organized, adaptable, a self-starter, critical thinker, and solution-oriented.
