• To develop and promote economic and sector policy recommendations through engagement with the BCM members, the government and the wider public.
• To provide networking and other services that support doing business in Mongolia.

Energy, Infrastructure & Connectivity Working Group Mission Statement:

Overview of primary objective and responsibilities
The Energy, Infrastructure & Connectivity (WG) primary objectives is to develop materials and conduct events that ultimately improve the business environment for existing BCM member companies.
The WG Chair will work closely with the BCM Chairman and Vice-Chairman to ensure WG outputs will be effectively co-ordinated / integrated into the BCM work program.
The WG will provide inputs to the BCM Exco and BCM secretariat to assist with:
- formal advocacy
- political engagement
- partnership engagement
- public education and media engagement
The WG Chair is specifically responsible for:
- Highlighting “target areas” to improve sector competitiveness and attractiveness to investors.
- Prepare an annual “work program”.
- Execute “work program” tasks + present recommendations to BoD for “advocacy action”.
- Respond to critical but unplanned developments impacting sector.
- Deliver monthly progress report.
- Support Exco advocacy actions.
- Grow sector membership and WG credibility/professionalism.
Infrastructure and energy sectors are the fundamentals that fuels economic growth. Supply chains, construction, goods and services all depend on reliable infrastructure and energy to run efficiently. Connectivity, however, is fast becoming a new trend of economic drive and the main infrastructure of trans-national economic integration. Although a premature industry, connectivity is rapidly building its place in geopolitics of Euro-Asia. Mongolia being strategically located in the heart-land of Asia, the opportunities that are being offered through connectivity initiatives is unleveled. The opportunities are not only offering inter-development options but rather a chance to interact with international economies that are much larger. Accordingly, BCM’s “Energy, Infrastructure and Connectivity Working Group” the ideal vehicle to realize such initiatives into ready structures and suggestions for BCM members as well as Mongolian government.
The working group will be focusing on 2 main initiatives internationally, economic corridor and Asian super grid, and local open infrastructure projects. The work will include identifying issues and opportunities towards active participation, producing suggestions and implementation plans to BCM members and the Mongolian government, organize events that would promote transparent and efficient communication among regional and international participants of the above initiatives. Ultimately, BCM being the prominent representative of private sector, the working will strive toward being the lead speaker of the above initiatives for BCM members and Mongolian government.
Concurrently the WG will produce 2 outputs:
- An “initial report” which will give a snapshot of the industry and provide the context needed for the “case for change”.
- A list of “target areas” defined by members requiring urgent action.
- These target areas will be categorized along a number of criteria.
The working group will be seeking to cooperate with the major international participants of the economic corridor and Asian super grid as well as international financial institution that are designated for the purpose to pave the way of promoting active participation for BCM members. Regional organizations would include Russian RSPP and China International Council for the Promotion Multinational Corporations. Internally, the cooperation would include the concerning ministries and officials for the purpose to highlight the policy matters towards the realization of the above projects.

- An event highlighting our local government perspectives on the issues
- BCM members event to collect their views on the matters
- Recruit members to participate
- Update on the current progress of private projects within the initiatives
- Develop action plan
